Celtic have offered €3m (£2.7m) for Jeonbuk Hyundai Motors striker Cho gue-Sung, but they have included a sell-on clause in their bid, according to journalist Fabrizio Romano.
Cho’s current team will be due 50% of any future fee that is worth €6m (£5.3m) or lower, but Romano claims Minnesota United are also in the running, with the MLS side willing to pay €2m more upfront:

Unlike Celtic (since Ange came in) to get involved in a bidding war for a player who could be 2nd possibly 3rd choice striker if the big Greek doesnt leave. Since Ange our transfers have been usually quietly done and quite quick. This transfer is the opposite.

It’s clear that the Hoops really want Cho, considering they are prepared to include such a generous sell-on clause in the deal. You do feel that, despite Minnesota making a bigger offer, the player will favour a switch to Scotland.
The South Korean international has expressed a preference for making a move to Europe so, unless Mainz return with another bid, or Rangers firm up their interest, it looks as if Celtic are in pole position for his signature.
